15th November, 2010 SUMMARY TRANSLATION OF ARTICLES PUBLISHED IN THE LOCAL NEWSPAPER
SEPTEMBER ISSUE FOR THE USE OF THE INHABITANTS OF WRINGTON…
Jean-Pierre GRAND, MP, Herault recently commented: "A French MP, an Elected Official does not
fall into line, follows his conscience and defends the public interest. "Although superficially
attractive, the exercise is not as simple as it seems. Because social groups are not homogeneous
and their objectives are not identical, elected officials must of course adapt to a constant
environment opf changes in social policy, and in society itself. It is nevertheless true that the
primary function of an elected representative is to defend the interests of their constituents.
Concerned by the problems of crime and incivility that trouble our community, we wanted to
prioritise this municipal issue by our efforts on Public Safety and Peace - "first of Liberties.
(Definitions of Gérard Collomb, Senator-Mayor of Lyon.) The sum of experience, the daily
presence on the ground, and the energy shown by local officials must help to build a policy respectful of each
component security of our society. Work upstream with the various actors CISPD (Council Intercommunal Security
and Delinquency Prevention), build up in our local Police service a close, reassuring and effective relationship of
"neighbors-vigilant," strengthen and modernize the use of video in protection, all assets that assist in
underpinning real prevention - security - justice.
But let's not forget that public accountability in Security remains in the jurisdiction of the State. Our challenge
today, as policymakers is premised on being able to to create a new climate of agreement in which we all can find
ourselves in tune with Republican values: Freedom, Equality, Fraternity Villeneuve to live differently.

SECURITY…
Because a city where life is good is a city that is committed to ensure the safety of its
citizens, Villeneuve les Beziers chose to implement an active policy of prevention in the
fight against delinquency.
The City Police of Villeneuve les Beziers is composed of six municipal officers, four
security officers, and a secretary, headed by a chief of municipal police. Its role is to
ensure good order, security and public safety on the territory of Villeneuve.
The primary concern of the City Council is the well-being of citizens. Before any
outbreak of antisocial behaviour, a feeling of security for Villeneuvois seeking protection
has been increased by elected officials.
This protection is achieved initially by a reinforcement of the Municipal Police and,
secondly, by the establishment of a video protection system. 11 sites were chosen to
have this system: schools. stages. the bowling rink. The Sérignan entrance to the
sports ground,. Place Gabriel Peri with the Post office and the health center. the Square
Dardé with parking, playground for children, the retirement home. the parking lot of old schools,. City Hall,
Revolution Place and Michel Solans Place. the canal bridge,. the old cemetery roundabout , the new cemetery.
All these sites will be equipped with cameras that also will view the adjacent roads. The work will finish before
December.
YOUTH…
A new facility called the City Stadium as been completed. Whether with
family or friends, during holidays, weekends, during or after school,
young people can practice sport activities at the new multi sports stadium
in the city: football, basketball through badminton, volleyball, handball,
tennis and recreational games for children, the choice is wide.
This beautiful idea quickly brought to fruition offers Villeneuvois young
people an new location for meetings and sports practices adjoining

SPORTS…
A new Club House located at the Sports Complex Fernand Gleizes, is under
construction.
It will house the football club, completing the structure of J.S.V. Rugby.
SALLE PIERRE PAUL RIQUET…
This building which usually caters for more sports activities will be
completely renovated. Its architecture will match the site classified "Canal
du Midi" and it will be transformed so these sports can be practiced safely.
CLUB HOUSE FOR THE FISHERMEN'S ASSOCIATION…
This will be built in the same time as the Salle Pierre-Paul Riquet and in its extension. It is
logical to place it near the place where fishermen engage in their sport.
SCHOOL PLAYGROUND…
It was previously equipped with outdoor games, which were old and presented a danger to children. The Company
initially chosen has filed for bankruptcy, so the town was forced to make a new contract with another Company.
This procedure forced us to seek prior approval of the liquidator , thus adding delays to the implementation of the
games. They will hopefully be installed during the All Saints’ holidays, so our children will be able to enjoy them on
their return from holiday
PROTECTION AGAINST FLOODS…
The Intercommunal Syndicat against floods has commissioned a design study for protection against floods to
protect the densely urbanized areas of the town. The desired protection is intended to fight against a flood similar
to the Orb of centenale occurrence.
WELFARE…
This social issue is central and, for some of our fellow citizens, a vital one. Door "C.C.A.S" is so that they escalate
from the first to the last call for help, to try to find the "effective referral".
The social issue includes more comprehensive policies for prevention, support, care individual and collective
development of service and host institution. It affects all ages and many areas of municipal action for everyone to
find or regain their place in the life of the city.
Benefit home help…
The objective is to contribute to home care of elderly dependants. Carers as part of their
duties ensure routine home maintenance, accompany the person being cared for in the
necessities of daily living (shopping, preparation and assistance in making the meal ...)
and ensure development of social ties.
The service operates year round Monday through Friday. Support is also available on
weekends and holidays for those most dependent.
SCHOOLS PUPILS 2010 - 2011…
The "Louis Aragon" kindergarten, under the direction of Ms. GLEIZES takes 5 classes of
135 students with about 27 children per class. A re-surfaced ground floor and new games
